1. Open windows movie maker
2. open a folder with your video then drag your video file to the field collections or sth, don't know what it's called in english version ^^'
then drag your file to the "time line" (maybe its called differently, but it's under the collections field)
3. right click the video on the time line, choose effects, then there will be speed up 2x option, choose it
4. file -> save movie file (or ctrl+p)
5. you can also add music
i speed up my vids 4x, sometimes 6x
